Low-Income Energy Efficiency Program

Benton PUD offers a low-income energy conservation program for single-family and manufactured homes in our service area that are electrically heated. The program offers rebates on weatherization projects such as insulation and windows, door replacements, and heat pumps. Customers who have been income verified for the program by Benton Franklin Community Action Connections may qualify for rebates. All work must be performed by contractors that have been approved for the program.

Program Requirements:

You must be a Benton PUD Customer
Your income must be at 200% of the Federal Poverty Level or lower
You need to be the homeowner
Your home must be electrically heated/cooled

Each measure may have additional requirements

How To Apply

Determine eligibility: Use the income chart on the application (linked below) to see if your household qualifies for assistance.
Verify your household's total annual income: Take the ‘Low-Income Energy Conservation Program Application’ (linked below) to CAC in Pasco to verify income.
Return signed application to Benton PUD to be placed on the waitlist. This must be returned in person. Wait list priority is given to customers with higher energy burden.

Next Steps

You will receive a call from Benton PUD's Conservation staff to let you know you can begin contacting contractors from the ‘Benton PUD Approved Contractors List’ (linked below).
- We recommend contacting a minimum of three different approved contractors for a bid.
When you receive the bid you would like to proceed with, please email conservation@bentonpud.org or come into the Benton PUD office with a copy of the bid for review to verify the proposed equipment qualifies.
After completing our review, Benton PUD will confirm that you wish to proceed with the bid before notifying the contractor.
Upon receiving your consent, Benton PUD will send the contractor the authorization to proceed, and they will contact you to schedule the work!

Rebates

For the Low-Income Energy Conservation Program all rebates listed below must be installed by an approved contractor. Rebates are valid until funding expires. The rebate amount will not exceed the cost of the project.

Heat Pump Rebate Program: $7,500-$9,000

Pump It Up
Heat pumps can deliver significant savings on your home heating bill because they deliver energy more efficiently than other sources. Heat pumps are actually air conditioners that include a reverse cycle for heating, so they cool homes in the summer and heat them in the winter.

How Heat Pumps Work
The heat pump system picks up heat from the air and releases inside the home or outside depending on the season. In winter, heat is extracted from the outside air by a refrigerant, concentrated by a compressor, circulated through the heat pump's coils and sent into your home's duct system. In summer the process is reversed.

Heat Pump Operating and Maintenance Tips

Insulate your home and ductwork for greatest cost savings.
Check and clean air filters regularly and replace them when needed.
Keep all registers open fully to maintain airflow balance.
Keep the area around your outdoor condensing unit clear of weeds and other obstructions, such as snow, that might interfere with the air flow.
Remove grates and vacuum heat registers occasionally to clear away dust and other debris.
Check ducts yearly for loose connections and holes.

Heat Pump Rebate
A $7,500 to $9,000 rebate will be applied as a credit on the invoice from the approved contractor (rebate amount varies depending on heat pump upgrade or conversion type).
