Benton PUD is governed by a three member board of commissioners elected by citizens of Benton County. Each commissioner represents a different sector of the county and serves a six year term. Each commissioner also represents Benton PUD as a delegate to various business organizations. The commission terms are staggered so that a different commissioner stands for election every two years.

Commission Members

Jeff Hall

Jeff Hall became a Commissioner in January 2002, began his second term in January 2009 and his third term in January 2015.  Jeff graduated from Prosser High School and then Washington State University with a B.A. in Education. After teaching in Richland, he moved back to Prosser and managed Hall Chevrolet Buick, a family owned and operated business until it sold in 2008. He is the past president of the Washington PUD Association.  Jeff and his wife Leontine have three children, Marcus, Andrew and Molly.

Lori Sanders

Lori Sanders became Commissioner in January 2005, began her second term in January 2011 and her third in January 2017.  She is the owner and president of Energy Incentives, Inc., a consulting firm on conservation and renewables. A Kennewick native, she brings to Benton PUD 25 years of experience as a successful small business owner.  She serves on the Energy Northwest Board of Directors.  Lori, her husband, Scott and her three children reside in Kennewick.

Barry Bush

Barry Bush became a Commissioner in January 2013 and began his second term in January 2019.  He is a Sales Representative for Vintners Logistics, a logistic company in transportation and warehouse sales.  Prior, he was an energy services representative at Energy Northwest responsible for sales of new generation projects to PUDs through the Northwest and California.  Barry is from the Tri-Cities and is a graduate of Columbia Basin College and Central Washington University.  He is also a former Marine. Barry, his wife, Janene and their two children reside in Kennewick.

Management Team

Chad Bartram

Chad Bartram was appointed General Manager of Benton PUD on January 2, 2013.  Chad joined Benton PUD in 2001, and previously served as Assistant General Manager and Director of Finance & Business Services.  Prior to joining Benton PUD, Chad worked at Energy Northwest for 15 years and served as a United States Army Officer for over five years.  Chad had served on a number of industry and community boards. He holds a Master's Degree in Management Science and a Bachelor's Degree in Accounting. He is a Certified Public Accountant and Certified Management Accountant.
 

Steve Hunter

Steve Hunter joined Benton PUD in 1986; working in both the Engineering and Operations departments in his career.  He was appointed Assistant General Manager on January 2, 2013, in addition to his duties as Director of Operations.  Steve is responsible for overseeing the safety and reliability of Benton PUD’s electric system.  He also provides overall leadership to the Information Systems department and Prosser Branch office.  Steve is a Washington State licensed Professional Engineer.  He has a Bachelor’s of Science in Electrical Engineering from the Washington State University.

Rick Dunn

Rick Dunn joined Benton PUD in 2007.  He currently holds the position of Senior Director of Engineering and Power Management.  Rick has worked in the electric power industry in various capacities since 1987 including as a test engineer, consultant and electric utility engineer and manager. Rick holds a Bachelors of Science in Electrical Engineering from Washington State University and is a licensed Professional Engineer.
 

Jon Meyer

Jon Meyer joined Benton PUD in 2001.  Jon is the Director of Finance and Business Services.  He oversees Benton PUD’s accounting, contract and purchasing and risk management and treasury functions.  Jon is a Certified Public Accountant and Certified Management Accountant with a Masters of Accounting from Washington State University.

Paula Ball

Paula Ball joined Benton PUD in 2005 and currently serves as Director of Customer Programs and Services.  Paula is responsible for executing Benton PUD’s customer engagement strategy and oversees the Key Accounts and Customer Care departments.  Paula previously worked for Puget Sound Energy where she served as Director of Customer Service.  Paula received her Bachelors of Arts in Business Administration from Washington State University.  She volunteers her time with the Tri-Cities Cancer Center, where she is a member of the Autumn Affair’s Auction Committee.

Chris Folta

Chris Folta joined Benton PUD in 1996 and currently serves as the Director of Information Technology & Broadband Services. Chris is responsible for planning and implementing Benton PUD's information technology, data analytics, cybersecurity and broadband business strategies. Chris received a Bachelor’s Degree in Management Information Systems from Washington State University.

Jodi Henderson

Jodi Henderson is the Manager of Communications & Government Relations.  Jodi joined Benton PUD in 2010 and has worked in Communications & Government Relations and Finance & Business Services.  Prior to joining Benton PUD, Jodi spent over a decade in health care and held positions in both state government and private industry.  Jodi is a graduate of Western Washington University and Leadership Tri-Cities Class XXI and is a member of the Tri-Cities Regional Chamber of Commerce Board of Directors.

Terri Cole

Terri Cole is the Supervisor of Executive Administration, is the District’s Public Records Officer and “the Clerk of the Board” to the PUD’s governing officials.  She began work at Benton PUD in January of 1986.   Along with her supervisory role, she also provides management and oversight of the District-wide records management program and the District’s document management system.

She has a two year Associate’s Degree with an emphasis in Paralegal Studies, is a graduate of the 2009-2010 Leadership Fellows Program at Columbia Basin College, and is a past trained mediator with the Benton Franklin Mediation Center.  She held the position of Director on the board of the Washington Association of Public Records Officers (WAPRO) for 6 years, and was WAPRO’s Vice-President for one year.
